The minivan operators in Hat Yai and Penang usually cooperate with each other. So, it doesn't matter if you buy a ticket from Hat Yai to Penang, or vice versa, you can in fact travel with either Thai or Malaysian registered minivan depending on the availability. A one-way ticket usually costs around 300-400 Thai baht (30-40 Malaysian ringgit).
